When making a new DMV title it with character name only.

When updating DMV with new vehicle, please post as a reply to your original DMV post.

SA Exempt plates are available but need approval by police chief. If you get approval you are allowed to get to destination quickly but safe. If you are pulled over, state right away that you are exempted and say your destination to the officer. If the officer thinks you have abused privilege they can immediately take away your exempt status and you will get tickets and fines. You may appeal it at a later time with police chief.
Be sure to post clearly in DMV that plates are Exempt. 
Req's for exempt are: 
Medical and Government employees.
Vehicle cannot be a super car or sports cars. 
Pertains to single occupants only.

Underglow is legal EXCEPT the colors: Red, white, or blue. These are designated for police vehicles only.
